French Foreign Minister Charles Maurice de Talleyrand makes a surprising offer to Robert Livingston, the U.S. minister in France, to sell all of the Louisiana Territory to the United States. Livingston was trying to make a deal to purchase New Orleans, the gateway to the Mississippi River. The unexpected offer came at a time when Napoleon Bonaparte desperately needed funds to finance his ongoing wars in Europe particularly with England and plans for a French New World empire were failing.The transaction with France to purchase 828,000 square miles of land west of the Mississippi River for $15 million was signed on April 30, 1803. Napoleon abdicates and is exiled to Elba after the signing of the Treaty of Fontainebleau between Napoleon and representatives of Austria, Russia and Prussia. The agreement ended Napoleon's rule as emperor of the French and sent him into exile to the island of Elba, now an Italian island. More
U.S. president Harry S. Truman relieves General of the Army Douglas MacArthur of his commands after MacArthur made public statements that contradicted the administration's policies. In relieving MacArthur for failing to "respect the authority of the President" by privately communicating with Congress, Truman upheld the president's role as preeminent and emphasized the U.S. policy of civilian control of the military.
